PAYE Registration Services for International Businesses in the UK
If you’re hiring employees in the UK, you’ll need to register for PAYE (Pay As You Earn).
We know that setting up payroll in a new country can get confusing quickly. Since 1997, Goodwille has supported international businesses expanding into the UK, and today we’re trusted by more than 450 companies.
Our PAYE registration services make the process simple. We can handle the entire registration on your behalf, or act as an advisor to your team to ensure everything is in place for your first payday.

What Is PAYE & Why Does It Matter?
PAYE (Pay As You Earn) is the UK system for collecting income tax and National Insurance contributions directly from employees’ wages, ensuring employees pay tax correctly at source through HMRC’s system.
It matters because it ensures employee wages are taxed correctly, while keeping employers compliant with HMRC regulations from the very start of employment.
How the UK’s Pay As You Earn (PAYE) System Works
When you pay your employees, the relevant tax and National Insurance is deducted from their pay and paid to HMRC.
You may also need to make other deductions, such as pension contributions or student loan repayments, and report your payroll information to HMRC each time you pay your employees.
In addition to managing your PAYE registration, our specialists at Goodwille can handle the calculations, deductions, HMRC reporting and payments on your behalf.
Who Needs to Register for PAYE in the UK?
If you’re hiring employees in the UK, you’ll most likely need to register for PAYE. Specifically, it’s required to register for PAYE if any of the following apply to your employee:
- They earn £96 or more a week
- They receive expenses or company benefits
- They receive a pension (mandatory in the UK, but employees can opt out)
- They have had another job
- They receive certain benefits, such as Jobseeker’s Allowance or Employment and Support Allowance
The Consequences of Not Registering for PAYE Correctly
If you’re managing UK payroll alongside everything else involved in running your business, it’s easy to miss a deadline or get something wrong, particularly when you’re dealing with UK payroll requirements for the first time. But late payroll reporting can lead to monthly penalties, depending on the number of employees you have. These range from £100 for 1 to 9 employees to £400 for 250 or more employees.
PAYE Registration — The Process
We’ll guide you through the PAYE registration process step by step, so you know what’s happening, what we need from you and what you can expect along the way.
Registering as a UK Employer With HMRC

You’ll need to register as an employer with HMRC before your first payday. We’ll complete the employer registration with HMRC and arrange your employer PAYE reference number, which you’ll need for your UK payroll.
PAYE Registration Timelines & Key Deadlines

You can register for PAYE 2 months before you start paying employees, and once the application has been submitted, it can take 5-15 days to receive your PAYE reference number. We’ll help you plan the timing so the registration is ready when you need to run your first payroll.
Registering for PAYE as an Overseas Business

As an overseas business, you might find your PAYE arrangements need to change as your UK structure develops.
For example, if your employees currently work for your overseas company and you later transfer their employment to a new UK company or UK establishment, you may need to close the existing PAYE scheme and register a new one. If you stop employing people in the UK, you’ll also need to tell HMRC that you no longer need the PAYE scheme.
Ongoing PAYE & Payroll Compliance
Find out how we continue to support you once you’re registered for PAYE, from running payroll to managing HMRC reports.
Running Payroll
We run your payroll through IRIS Payroll Professional, calculating employee pay, PAYE, National Insurance and other deductions.
You’ll receive the payroll reports through a secure portal to review and approve. Once approved, you can make the payments yourself, or we can handle payments to your employees, HMRC and pension provider on your behalf.
Real Time Information (RTI) Reporting to HMRC
Every time you run payroll, you need to tell HMRC what you’ve paid your employees and what you’ve deducted. This is Real Time Information (RTI). We can take care of this reporting as part of our partnership with you, so you don’t have to manage the submissions separately.
Full Payment Submissions (FPS) & Employer Payment Summaries (EPS)
There are two main types of RTI submission: an FPS and an EPS.
An FPS is submitted when you pay your employees and includes details such as their pay, tax and National Insurance. An EPS may be needed when there is other information HMRC needs to know about your payroll, such as certain statutory payments or periods when no employees are paid.
Workplace Pension Auto-Enrolment Obligations
If you have eligible employees, you’ll need to enrol them into a workplace pension scheme. We’ll help you understand how the process works and what you need to do as an employer, as well as managing the payroll side for you.
Our payroll process connects with your chosen pension provider, so we can calculate the correct contributions, process deductions from employee pay and make the required payments on your behalf.
Using an Employer of Record (EOR) or Professional Employer Organisation (PEO)
Setting up your own UK payroll isn’t the only option when hiring in the UK. Depending on where you are in your expansion journey, you may choose to use an Employer of Record (EOR) or a Professional Employer Organisation (PEO).
Employer of Record (EOR)
If you don’t yet have a UK entity, an Employer of Record can provide a way to hire employees without setting up your own local company.
With an EOR, a third-party organisation becomes the legal employer of your UK employee, while the employee works for your business day-to-day. The EOR typically manages responsibilities such as payroll and employment contracts.
Professional Employer Organisation (PEO)
A Professional Employer Organisation (PEO) works slightly differently. It involves a shared employment arrangement, where the PEO and your business share certain employer responsibilities. A PEO can support with areas such as payroll, benefits and HR administration, while your business remains more directly involved in managing the employee relationship.
Not sure which approach fits your UK plans? Goodwille can explain your options and provide the support you need as your business grows in the UK.
PAYE for Seconded Employees Working in the UK
There are a few important PAYE requirements to take care of at the end of each tax year, alongside your regular payroll reporting. We can manage the relevant forms and submissions for you, keeping track of what needs to be completed and when.
At the end of the tax year, employees should receive a P60, which confirms their pay and the tax they’ve paid during the year. If you provide employees with certain expenses or benefits, you may also need to complete a P11D to report these to HMRC. This can apply to benefits such as company cars, private medical insurance or other taxable benefits.

PAYE Registration in the UK FAQ’s
Can Goodwille handle our PAYE registration and ongoing payroll compliance?
Yes — Goodwille can manage your PAYE registration with HMRC and handle ongoing UK payroll compliance on your behalf.
This includes setting up your PAYE scheme, operating monthly payroll under RTI, and ensuring all tax, National Insurance, and reporting obligations are met correctly and on time.
Using Goodwille helps overseas and international businesses stay compliant without needing a UK entity or in-house payroll function.
Does PAYE apply if I employ someone in the UK through my overseas parent company?
Yes — PAYE can still apply even if the employee is employed through an overseas parent company.
If the individual is working in the UK, the UK entity responsible for paying them (or the economic employer) is usually required to operate PAYE, deduct tax and National Insurance, and report to HMRC under RTI.
In some structures, the overseas parent may need to register as a non-UK employer or use a UK payroll arrangement to ensure compliance. The key factor is where the work is performed, not just where the company is based.
What are P60s and P11Ds and when do they need to be issued?
A P60 is an end-of-year summary showing an employee’s total pay, tax, and National Insurance for the tax year. It must be issued to employees by 31 May after the tax year ends.
A P11D reports expenses and benefits in kind provided to employees and must be submitted to HMRC, with copies given to employees, by 6 July after the tax year ends.
Both are required annual PAYE reporting documents.
Can I run UK payroll from overseas without a UK entity?
You can run UK payroll from overseas, but you will usually still need a UK PAYE registration and a UK “employer” setup with HMRC.
If you do not have a UK entity, you may be able to register as a non-UK employer, but you must still operate PAYE correctly, report through RTI, and meet all HMRC obligations.
In practice, many overseas businesses use an EOR (Employer of Record) or establish a UK entity to ensure compliance, as HMRC reporting, payments, and registrations can be complex without a UK presence.
What happens if I miss a PAYE deadline or fail to register on time?
Missing PAYE deadlines or failing to register on time can lead to HMRC penalties, interest charges, and payroll disruptions.
Late registration may delay your ability to run payroll correctly and result in missed or incorrect reporting to HMRC.
If deadlines are missed, HMRC can issue automatic fines, charge interest on unpaid tax, and in more serious cases, carry out compliance checks or investigations.
Promptly correcting errors or late filings can help reduce penalties and limit further issues.
What is Real Time Information (RTI) and what does it mean for my UK payroll?
Real Time Information (RTI) is the system used by HMRC to receive payroll data every time you pay employees, rather than at year-end.
It means you must report pay, tax, and National Insurance information to HMRC on or before each payday through Full Payment Submissions (FPS).
RTI ensures HMRC has up-to-date information, and it is a legal requirement for running UK payroll.
Do I need a UK bank account to run UK payroll
You do not strictly need a UK bank account to run UK payroll, but it is strongly recommended.
HMRC will expect payments of PAYE tax and National Insurance to be made from a recognised business bank account, and many payroll providers and processes are easier to manage with a UK account.
Using a UK bank account also helps avoid payment delays, foreign transfer fees, and potential issues with HMRC payment matching.
How long does PAYE registration take?
PAYE registration typically takes up to 15 working days, although it can take longer if HMRC needs to carry out additional checks.
Once approved, HMRC will post your PAYE reference and Accounts Office reference to your business address.
You should register in advance of your first payroll to avoid delays in paying employees and reporting to HMRC.
How do I register as an employer with HMRC?
You register as an employer with HMRC online via the GOV.UK “Register as an employer” service.
You will need to provide details about your business, including your PAYE start date, company information, and details of any employees you plan to pay.
Once registered, HMRC will issue your PAYE reference and Accounts Office reference, allowing you to run payroll and report through RTI.
When do I need to register for PAYE in the UK?
You must register for PAYE as soon as you employ staff and before your first payday if any employee (including directors) earns above the PAYE threshold or has tax or National Insurance due.
Registration is also required if employees receive taxable benefits or expenses.
Late registration can lead to payroll delays and potential HMRC penalties.
